Migrant Children and Youth: A Global Crisis

On October 17, 2013, at 777 United Nations Plaza, the Committee for Hispanic Children and Families, Inc. (CHCF) and the International Forum for Child Welfare (IFCW) cosponsored a panel discussion and forum on the neglected rights and welfare of migrant children an youth, solutions to the growing crises of unaccompanied migrant children and trafficked children, and actions by international organizations, New York State services agencies and not-for-profit organizations.

Expert panelists discussed causes of child migration; the conditions that contribute to human trafficking of children; the emotional and psychological consequences for these children; and the responsibilities of governments, international organizations, community-based organizations and NGO’s for creating solutions to theses crises.

Matilda Raffa Cuomo, Founder, Mentoring USA delivered remarks on the crisis of migrant children. The panel of experts featured Kerry Neal, LL.M, Child Protection Specialist, Justice for Children, UNICEF; José Luis Fernandez Valoni, Counselor of the Permanent Mission of Argentina to the United Nations; Margaret Healy, Esq., Senior Vice President for Latin America, Covenant House International; Gladys Carrión, Esq., Commissioner, New York State Office of Children and Family Services (OCFS); and Alphonso B. David, New York State Deputy Secretary for Civil Rights.
